Job Description:

Department Overview:

Enterprise Risk Management (ERM) is responsible for building organizational capability in managing risk on a more integrated and comprehensive basis for the organization and for promoting a strong risk culture within TD. The team is accountable for the development and implementation of an enterprise risk management strategy, governance, policies and practices, reporting and operating frameworks, and operations associated with the Risk Management function.

TD applies the "Three Lines of Defence" model to risk management as defined in the Enterprise Risk Framework. As part of the second line of defence, the ERM team assures the appropriate design, implementation, and/or execution of (applicable components of) the TD risk management framework.

ERM collaborates with a broad network of business and risk management practitioners and other corporate functions in all jurisdictions where the Bank has business activities.

Job Description:

Reporting to the Senior Manager, Enterprise Risk Governance, the position will foster a strong, robust, reliable and sustainable governance and control environment. Key accountabilities for the successful candidate include providing oversight and guidance on Framework and Policy governance matters to enterprise wide business partners and responding to requests/enquiries on related policies and programs. Key accountabilities include:

Framework & Policy Governance
  • Support the oversight and governance of risk policies and frameworks in line with overall program strategy
  • Support risk and control partners in maintaining adherence of risk policies and frameworks to the requirements of the Framework and Policy Governance Standard
  • Lead the maintenance and communication of the Enterprise Framework and Policy Governance Standard
  • Maintain the TDBG inventory of risk policies and frameworks, including managing the lifecycle from development, approval, implementation, communication through maintenance & monitoring in line with the mandate defined in the Enterprise Framework and Policy Governance Standard
  • Support enterprise-wide stakeholders by providing subject matter expertise, advice to address business or governance related queries
  • Support the implementation of framework and policy governance program enhancements (i.e. eGRC central governance repository) and drive continual improvements to the program.
  • Develop training and communication materials, supporting governance document development and change management practices
  • Support other key Enterprise Risk Governance team activities including responding to internal or external surveys on TD's risk management practices, and leading ERM's submissions for other annual requests such as the ICAAP Handbook Review, the Corporate Responsibility Report and the Recovery Plan

Enterprise Risk Framework
  • Lead and manage the annual update and maintenance of the Enterprise Risk Framework and TD Risk Inventory, including rolling out appropriate training to support risk owners in updating Enterprise Risk Framework

Management Discussion & Analysis
  • Lead the quarterly and annual updates to the Disclosures (Management Discussions & Analysis), including conducting industry research across G-SIPs peers.

The successful candidate will be a strong communicator with policy and framework governance experience, and will work collaboratively with all business partners to provide effective support and manage additional responsibilities as outlined above.

This position will appeal to an individual who is comfortable working in a fast paced environment, has highly developed relationship management, analysis and communication skills, is prepared to take on new challenges, can deliver a high level of quality, and can work well independently and with the broader team. The successful candidate will gain an enterprise-wide perspective of TD and exposure to numerous risk, business and corporate function groups.

Job Requirements:

  • 5+ years' experience in a control function (Risk Management/Audit/Compliance) preferred.
  • Good understanding of, and experience with, Framework and Policy governance and documentation
  • Adept at relationship management and engaging multiple stakeholders
  • Demonstrated influencing skills and ability to build consensus to implement change
  • Strong written and verbal communication skills
  • Proven strong consultation and advisory capabilities
  • Excellent organization skills and ability to organize information in an efficient and tidy manner
  • Excellent attention to detail
  • Strong organizational awareness to engage the right partners
  • Equally effective in managing well defined tasks and unstructured activities.
  • Enjoys working in a team environment but also able to work independently
  • Ability to understand and interpret regulations and policies
  • Ability to manage multiple priorities and elevate conflicting priorities in a timely manner
  • Strong project/process coordination skills
  • Strong MS skills (Word, Excel, Visio, PowerPoint)
