On behalf of our client, Northlands College, we are looking for a Vice President of Finance and Operations to join their team in Air Ronge, SK.

At Northlands College, we provide high quality education and training programs and services that meet the development and employment needs of Northerners, enhance the social and economic condition, prepare Northerners to participate in the labour market, and help industry meet its labour force needs. The College fosters unique experiences in delivery methods, student support, and partnerships. We acknowledge and empower cultural diversity and challenges and we develop and implement innovative opportunities while responding to changing environments.

Northlands College is unique in that it crosses multiple boundaries unlike most other organizations, as we operate in communities whose populations are mostly comprised of people who identify as Métis, Dene or Cree. We are the only educational institution offering postsecondary education that has its administrative offices located in northern Saskatchewan which helps to create employment and, in turn, aids the economy of this region. Why is this point important? The fact that Northlands is 100% in the hands of northern Saskatchewan residents means that the realities of living in northern Saskatchewan are at the forefront. We want to educate qualified individuals to satisfy our northern partners’ labour needs and as future employees for the College.

The Vice President, Finance and Operations provides strategic and direct leadership for Northlands College, whose region spans the northern half of Saskatchewan. The Vice President reports directly to the President and CEO and leads most business operations that support the College’s adult learning and educational services. As a member of the executive management team, the Vice President of Finance and Operations participates directly in the decision making process that establishes overall college operation and performance levels.

Strategic and operational leadership as Vice President, Finance and Operations includes the functional areas of Accounting, Information Technology (IT), Facilities, Purchasing and Inventory Control. There are currently thirteen staff working in these functions.

The College has an annual budget of $18 million. The Vice President, Finance and Operations performs ongoing analysis of budgets and variances in addition to providing written reports to the Board of Directors and to the Provincial Ministries of Advanced Education and Immigration and Career Training. The Vice President collaborates with others for the purposes of financial reporting, financial management, and the development of policies and oversees Information Technology and the Facilities and Equipment departments.

KEY LEADERSHIP ACCOUNTABILITIES

Accountability 1: Leadership and Administration

  • Provides leadership and direction as a member of the executive team to ensure and promote the development and fulfillment of the College’s mandate and strategic plan.
  • Provides strategic direction and leadership in the development and management of College wide policies, processes and services.
  • Supports staff to align their personal and professional goals with the Strategic Plan for the College.
  • Leads the College in the development of budgets.
  • Provides support to the Board of Directors and its committees in the fulfillment of its governance and financial responsibilities.
  • Participates in planning activities that promote the College culture and goals.
  • Develops and posts tenders for procurement when they relate to the New West Partnership Agreement.
  • Collaborates with others to identify and solve challenges. Collaborates with the Accounting Manager in preparation for a smooth annual external audit.
  • Submits the Audited Financial Statements to the Provincial Government.
  • Submits written proposals for funding projects related to capital planning for IT and College facilities.
  • Continuous improvement in all business functions that support quality service.
  • Advising about best practices in all business operations.

Accountability 2: Governance

  • Prepares and presents the financial and operational information at Board of Directors meetings to assist the Board and the President & CEO in executing the strategic plans for the College
  • Develops and proposes policies and motions to the Board as needed
  • Collaborates with the Senior Business Officers from other Regional Colleges
  • Manages tenders for insurance, banking and other services as required
  • Acts as Privacy Officer for the College

Accountability 3: Budget and Financial Management

  • Prepares the budgets for the College’s Multi-year Business Plans
  • Prepares Financial Statements using Public Sector Accounting Standards (PSAS) to be consolidated in the statements for the Provincial Government
  • Participates in annual financial audits with the Office of the Provincial Auditor
  • Submits and presents financial reports for approval by the Financial and Audit Committee at each Board of Directors meeting.
  • Prepares monthly variance analysis and reporting for senior management review as well as quarterly to the Board of Directors and Provincial Ministries.

EDUCATION, experience and competency requirements

The Vice President, Finance and Operations, is a critical position within Northlands College and requires strong leadership and communication skills with the ability to drive timely and accurate financial information. This individual’s background will be supported by a Bachelor of Commerce or Administration with a focus in Accounting or Finance along with a CPA designation. The ideal candidate will be a consummate team player and have demonstrated experience in leading and managing high performing teams. They will have a minimum of 5 years experience in a management role with a solid understanding of working with equity groups and a representative workforce and demonstrated understanding of cultural diversity in the workplace and achieving a respectful work environment.

The next Vice President, Finance & Operations will have demonstrated experience with strategic and operational planning, coupled with a strong background in risk evaluation, management and conceptual/analytical abilities. The ideal candidate will also bring an exceptional ability to lead and mentor their team and inspire, coach, evaluate, and willingly share knowledge, while creating an environment of trust, fun, commitment and engagement.
